Authoritarianistan form of Government and elections

State government:

3-member commission, makes general laws. Appointed bureaucracy makes bylaws, including regulatory and administrative laws.
Part of the bureaucracy are Administrative Courts, which try people who run afoul of bylaws, regulatory laws, administrative laws, or traffic laws. Authoritarianistan Public Schools has its own Administrative Court. They all use the inquisitorial system. 

Supreme Court of 3 Justices. Judiciary is highly centralized, with Appellate Courts (which appeal criminal cases), General Courts (which try civil cases & criminal cases in which the punishment exceeds 182 days imprisonment &/or a $500 fine), & dozens of Minor Courts (which try criminal cases that exeed 182 days imprisonment &/or a $500 fine). Each judge is appointed by 2/3 or 3/3 of the State Commissioners and may serve until their mandatory retirement at 70 years.

Regional government (Regions are localities drawn by statute):

Sole Commissioner. Under the Commissioner is the Commissioner's Court, which is responsible for hearing traffic cases, violation of Regional ordinances, and other misdemeanors. 

Elections for the State Commission and regional governments:

. Each Commissioner serves 6 year terms with no limits. 

. Commissioners are elected by General Ticket. The State Commission has staggered elections.

. The type of primary election used is a closed partisan primary.

. The type of election used is General ticket/straight ticket, though for federal elections partisan first-past-the-post elections are used. 

. A political party was required to get a petition with signatures of at least 15% of the state's population of registered voters, though this was reduced to 5% after Williams v. Rhodes.

. Write-in candidates are never allowed.

. Voter ID is not required to vote. The state does same-day voter registration. The state tends to not remove dead people or former residents from the list of registered voters.

. Convicted felons are legally prohibited from voting.

. The state's electoral college awards all of the state's votes to the presidential candidate who has the most votes. For Faithless Electors, there is a fine of $500, 182 days imprisonment and the elector is replaced.

. All elections are done by mail-in ballots.



Powers:

All powers are determined by statutes as written from the state commission. 

State responsibilities:

. Lawmaking (constitutionally granted).

. Department of motor vehicles, including vehicle inspections.

Ministry Of Love And Peace responsibilities:

. Prosecution, through the Attorney General's Office and District Attorneys' Offices..

. Law enforcement, including jails/prisons. Contracted to the Armed Security Service by the Attorney General's Office.

. Government (public) schools and regulating education, including making curriculum, testing, and licensing teachers by the Board Of Education.

. Fire and ambulance services. Contracted to the Armed Security Service.

. Elections.

Regional powers: 

Regional responsibilities are:

. Property taxes.

. Consumption taxes.

. Zoning and approving businesses.

. Urban planning and development and infrastructure planning.

. Roads. All roads are toll roads.

. Streets.

. Welfare.

. Government (public) housing.

. Rent control.

. Museums.

. Arts.

. Human Rights Commissions (goes after discrimination and hate speech, but never goes after or criticizes government).

. Preserving history.

At the discretion of the Sole Commissioner, either providing such services itself, or granting monopolies to and subsidizing the following:

. Utilities, including handling sewage and water.

. Waste collection and sanitation.

. Parking lots.

. Auditoriums and convention centers.

. Sports facilities.

. Recreational facilities.

. Parks.

. Street lighting.

. Cemeteries.

. Clinics and hospitals.

. Public transportation.

Proposed responsibilities:


. Fire and ambulance services. These are contracted out to the Armed Security Service by the State of Authoritarianistan.
