Origins:
The purpose of the flotilla was to support the invasion of Israel and the West Bank by providing fire support for troops on or near shore, to protect and assist vehicles crossing the dead sea, rescuing crew members and passengers from aforementioned vehicles, and to prevent Israelis and Palestinians from flooding into Jordan during the war.
These vessels would be tactical implements. As such, it was decided that large ships (such as missile boats and larger) would not be built, let alone used, in the salt lake, as that it simply would not be worth the resources and manpower, and likelihood of being targeted and destroyed when it would be better to use missile launched from bases if large missiles are necessary.
There was controversy as to which type of military branch and even government agencies should have responsibility for operating the Dead Sea Flotilla. The controversy was mainly over rather Naval or Marine/Army forces would take over, and rather or not Coast Guards would even be deployed in the area.
After much deliberation, it was decided that Army forces would be dominant in providing leadership and much of the personnel, while Naval forces would provide both personnel to operate larger vessels and advisors, as that Marines are needed to invade Israel's coast.
Coast Guards did have a presence, but this generally was limited to several small patrol boats, with each getting a small crew, and their main task was to survey and watch activity on the West Bank and near Israeli waters. The reason for this was that it was believed that Coast Guard members on boats with clear Coast Guard markings were less likely to provoke the Israeli government or armed forces, and hopefully less likely to scare Palestinian militants than Navy and Marine troops on board of heavily armed gunboats and monitors painted in camouflage colors and patterns.
Vietnam's Federal Army, Federal Navy, and especially the Federal Navy's Marine Division make up the largest percentage of the Flotilla, which was also led by Marine officers, as that Vietnam has the most experience and resources when it comes to using brown-water naval forces. The Federal Army and Navy forces of Laos and Cambodia also provide significant resources.
It was also decided that when feasible, personnel would be ordered to disembark their vessels and join the fight on land.
There are several types of vessels (these are general characteristics, not any specific makes or models):
. Vehicle Recovery Motor Barge (for recovering damaged, destroyed, disabled, and broken down vehicles. Can handle up to a 45-ton tank). There is only one.
. Air Defense Monitor. Primarily armed with Close In Weapons Systems, often in the form of rotary cannons (similar to the AK-630 but in 20x102mm) to shoot at missiles and aircraft and Metal Storm guns to shoot artillery shells out of the sky.
. Minesweeper. Modified to not carry mines, and instead, have a heavier gun and portable-missile based armament.
. Gunboat. Dozens are operated.
The aforementioned vessels are, generally equipped at least with Kord machine guns. Often, when feasible, portable missile launchers, automatic grenade launchers, mortars, and even autocannons and small howitzers are mounted.
Sometimes, a Public Security Directorate Officer (most commonly also in a border security unit) would also be on board of the vessel to represent the government of Jordan. They are generally issued the same uniform as everyone else on board of the vessel but wearing Jordanian flag patches and Jordan Public Security Directorate patches.
In response, the Israeli Defense Forces Army and Navy setup their own flotilla, with Defender-class boats supplied by the Navy and manned by members of the Givati brigade. But, it lacked any real power, and the Israeli government was more interested in using their military power to directly protect land instead of sending an elite unit to get practically massacred for almost no gain during a war, and thus, practically eliminated the unit in November of 2016.
This is home to my Zootopia Origins & Annexation story (no reference to other similarly named stories) universe, which will include the Libertopia vs New Israel American state alternate history. The role of Sea/Coast Guards of Nations Against The New World Order countries
Sea/Coast Guards would be responsible for the following:
In the case of countries that have proper navies with enough combat watercraft, the Sea/Coast Guard would be responsible for operating patrol ships, which are designed and built for long-range patrols, high speed and maneuverability in mind, with lower crewing than true warships of a similar size and weight, optimized for quick and easy launch of small boats, and optimized for the following types of missions:
Military:
. Augmenting and assisting their country's true Navy, particularly doing non-combat tasks and acting as a rear guard.
. Guarding ports.
. Guarding infrastructure and locations of interest.
. Suppressing mutinies on merchant ships and passenger ships, especially during war.
Public safety:
. Law enforcement (coastal security, port security, waterways security,
protecting natural resources, and enforcing marine safety regulations are included in this).
. Search and rescue.
. Combating fires on the water.
. Other emergency and general maritime and public safety services.
. Ensuring navigation safety, including maintaining aids to navigation.
Political:
. Escorting and assisting civilian watercraft working for a country's interests or the NATNWO's interests while on or transiting through disputed waters.
. Enforcing a country's maritime-related interests.
. Being a show of force without provoking war.
Other:
. Pollution control.
A country's Sea/Coast Guard would also operate a share of the maritime patrol craft owned by their government.
As a rule of thumb, a Sea/Coast Guard would do a job that requires more than a small police boat (or fire-boat), but either does not require a true warship (ie a guided-missile frigate) (such as boarding a boat suspected of being used or involved in a crime), a situation in which it would be a bad idea to use a true warship (such as surveying the activities of foreign navies or ramming a foreign naval ship), an emergency situation in which the Navy is not optimized for, or a situation that otherwise requires uniformed law enforcement/public safety professionals on the water.
A Country's Coast Guard would generally, in time of a major war, be subordinated to, under direct command of, and integrated into the Navy.
A few countries may, under special circumstances, apply to a NATNWO Uniformed Service Regulation Commission for a special exemption to allow their Navy to have limited law enforcement powers, or to have a Law Enforcement Officer on board of Navy vessels and boats to carry out law enforcement tasks instead of having a separate Sea/Coast Guard carry out law enforcement tasks, if the geography and/or population size makes it impractical to create the Sea/Coast Guard as a separate service. This is the case for countries such as Laos and Bavaria, as both are landlocked nations with their own tiny Navies, and in the case for the Bahamas, Barbados, Antigua and Barbuda, and Saint Kitts and Nevis, as that their populations are too small to viably have the Navy and Sea/Coast Guard as separate services.
An additional reason for the formation of Sea/Coast Guard agencies (and, to a lesser degree, ships that have different markings than true warships) is to have a force that can be deployed on the ocean to survive activities on the ocean in place of Naval forces, as that the presence of Sea/Coast Guard ships (especially if marked as such) may be less likely to set off a negative political or military response than the presence of gray Navy true warships, and take up less resources than using true warships because of the lower manning requirements for patrol ships compared to true warships.

The Zootopia Human Hunters & Zootopia & weapons of mass destruction

The Zootopia Humans Hunters is an intelligence, law enforcement gendarmerie, and combined arms force all rolled into 1 (that is comparable to organisations such as the CIA and Mossad, Volkspolizei and People's Armed Police, and United States Marine Corps respectively).
However, some can say that their dogmatic loyalty to their country and animal kind is comparable to the Waffen SS's loyalty to Adolf Hitler, and near purity in feeling dark emotions (particularly hatred, anger, rage, and lust for power, all with an obsessive, unbreakable passion, along with showing enemies not even the slightest hint of sympathy, compassion or mercy), is similar to, but even more extreme than the Sith from Star Wars.
Their official emblem is Fire, Crosshairs, and Skull and Crossbones. Fire represents hot destruction. Crosshairs represents targeting. And the skull and crossbones represents the death of humans.
Its stated purpose is to "Protect the Nonpartisan Secular Constitutional Republic of Zootopia from humans". More specifically, the ZHH monitors the activity of foreign governments, religious groups, political groups, and companies owned and/or ran by humans and/or have humans in them, act as customs agents whenever humans are coming to Zootopia or suspected of doing so (especially in the case of watercraft in Zootopian waters and aircraft that landed in Zootopian jurisdiction), and does experimentation on humans sentenced to capital punishment.
They were also responsible for licensing humans to possess weapons while on Zootopian jurisdiction, and registration of weapons, weapon components, and ammunition possessed by humans (especially by non-military personnel). Humans are not allowed to join the ZHH, with exceptions of human secret agents working under extremely strict binding contracts.
The ZHH is the ONLY government agency ever to be authorised to be both a military and law enforcement agency. The constitutions of NATNWO countries strictly forbid deploying on civil soil (with some leeway of allowing militaries to be deployed on civil soil in the case of an invasion), and discourages militarisation of law enforcement.
There are 4 branches of the ZHH, from largest to smallest: infantry, pirate fleet (navy), air force, and intelligence.
Basic training for a ZHH Stormtrooper (infantry soldier) is over 13 hard weeks long, and from then on, troops would train every day when possible (often for hours on end).
For ZHH Shock Troops (special forces) and secret agents, their training is even longer, harder, and more in-depth about things such as infiltration, intelligence gathering and assassinations.
The ZHH, in response to seeing how the United States uses hired mercenaries in Latin America, formed their own "Privateer's corps", which uses animal infiltrators and human mercenaries to do their bidding.
Part of this are the "Pirate Marines", which was more active and acted more like sea vigilantes. Most of the time they went after waling vessels, illegal fishing vessels, and conducted "counter piracy" operations around Indonesia.

Zootopia is the only NATNWO country with weapons of mass destruction. These are mainly old nuclear bombs and warheads, newer hydrogen warheads, and a bioweapon.
It is also the only NATNWO country that authorises human experimentation, and, for those convicted of very serious crimes (ie war crimes, crimes against humanity), they are exempt from the protection from "cruel and unusual punishment".
There is a laboratory-prison that Zootopia brought from cascadia that's located in the Aleutian islands, and this is the place where bioweapons and interrogation and mind control techniques are developed.
The lab is guarded by the ZHH, surrounded by Zootopian Navy ships and the Air Force patrolling the skies and surrounding area (even though the ZHH has a few ships and a number of stealth and combat aircraft).
The lab is biosafety level 4+ (the video below should give you a clue about what a BSL 4 laboratory is like) and is also equipped with at least level 3 biosafety cabinets.
Inside the prison, inmates generally wear pocketless pink jumpsuits without underwear, and are confined to tiny pink cells (which can be as bare as a 25 square foot room with a drain).
If a bioweapon is to be experimented on an inmate, the inmate is led to the lowest level of the building, the "bio experiments" floor.
Here, there are all cast stainless steel cells, each one with an air-tight door, a floor that slopes inward toward a drain, and top vents to let in experimental substances and controls the cell's air mix.
When a cell is to be cleaned out, first, it is slicked down with liquid soap. Then it is cleaned with chemical pressure washers that ensures that viruses and other biological substances does not leak into the outside world and literally end humanity unintentionally.
All waste, including sewage, is treated on-site and incinerated and inspected to prevent contamination.

When an inmate dies, an autopsy is generally done. Though sometimes vivisections have also been done when experimenters feel that a vivisection would yield better results than an autopsy.
The bioweapon, a virus, is simply called “Invincible”. While it is absolutely harmless to organisms that aren’t humans, it is ludicrously lethal to humans with no cure, and anything that one does to even try to slow down their death from the disease once they get is is next to useless.
Invincible is perhaps most comparable to ebolapox in which the effects combine the effects of other diseases that were in existence before, especially ebola, but also causes the following:
Tissue to die and rot, with skin peeling at least as easily as wet tissue paper.
Blood and projectile vomiting.
Internal bleeding.
Diarrhea, with blood.
Dysentery.
Hijacking the immune system and turning it against the body.
Destruction of the central nervous system.
And that's just to name a few.

After the Pearl Harbor attack on December the 7th, 1941, both the human and animal Commandos, together with Cascadia's conventional military forces, were deployed outside of Cascadia to capture islands in the pacific from Japan before other countries do, to enforce the independence of counties of the future European Federation, and attempt to combat war crimes by both sides without starting a war.
After World War 2, the Nonpartisan Secular Constitutional Republic of Zootopia was being formed, and its founders were divided between which types of military and law enforcement that the new nation would have, and the type of training and doctrine these armed forces should have.
As a compromise, military and law enforcement are separated with the very exception of the Zootopia Human Hunters, which would also act as the nation's intelligence service and elite military branch, and have controll over Weapons of Mass Destruction.
During the Korean and Vietnam wars, and the NATNWO takeover of Laos, the ZHH spearheaded the invasions, with the first one being led by World War 2 era veterans.
During this time, before conflict even breaks out, ZHH intelligence would collect information about what powerful people are up to, what is going on in areas of the world, and plan actions.

The ZHHF developed three of its own signature camouflage patterns that, under Zootopian law, no non-member individual can possess nor can any other organisation obtain (with the sole exception of specifically authorised individuals working with the ZHHF), all in tiger stripe: "Mean Green" (which has black stripes on a rifle green background, intended for use in green areas), "Sandstorm" (which has maroon stripes on a khaki background, intended for sandy or arid areas), and "Cold Blood" (which has black stripes on a white background).
The only good camouflage pattern was "Sandstorm", which is why ZHHF members going on vital missions are permitted to use other camouflage designs.

. The disease "Invincible" and how it affects humans but not animals is similar to the nerve gas depicted in the James Bond film Moonraker. In the film, a man by the name of Hugo Drax creates nerve gas that kills humans, but not animals, with the plan being that himself and his "master race" will go into a space station, poison earth with the gas, and once it's safe to come back to earth, repopulate the planet with his "master race".
The disease "invincible" causes a slower and, at least arguably, nastier death than the Moonraker nerve gas, but can reproduce and spread on its own, so massive amounts of the substance aren't as nessasary, and may be somewhat more realistic as it is a biological weapon that discriminates by DNA as opposed to a chemical weapon with an unexplained way of discriminating by species.
. The Fire, Crosshairs, and Skull and Crossbones are analogous to the real-world United States Marine Corps' Eagle, Globe and Anchor (no offense to actual U.S. Marines or anyone who knows a Marine).
