State alternate history: Libertopia state education & corrections system

Libertopia has one of the best education systems in any part of the Corporate States of America, but it is rather decentralised. Some wouldn’t even consider it public.


Libertopia has no public schools: there are only state and locally funded charter schools which are independently operated with little controls (only to insure that student’s rights are protected, that schools are not promoting violent aggression, and, being publicly funded institutions, remain secular) with school choice to encourage competition.
Schools contract with companies to provide student transportation.


As for student’s rights, they are better protected under Libertopia’s constitution than in any other part of the U.S.. Students receive almost all of the same rights that they receive outside of school. The only dress code that schools are allowed to implement would be restrictions on articles of clothing that promotes illegal behavior or identity concealing face masks. The only exception to this whatsoever would be restrictions during social unrest called “martial rule”. In that case, a school may be permitted to restrict the wearing of brimmed hats to prevent individuals from concealing their identities (non-brimmed hats such as beanies cannot regulated) or boots to prevent them from being used as weapons.
Violation of student’s rights will result in the involvement of the Office Of Constitution Enforcement, which generally results in penalties from fines to arrests. Security-patrol agents who violates student’s rights can get their Working With Children license endorsement revoked, and hallway monitors will be penalised, possibly even stripped off all of their powers.


The permitted use of corporal punishment is restricted to very serious, repeat offenses (for students who seriously and intentionally caused trouble multiple times and won’t stop).




As for the corrections system, the way one is treated depends highly on which charges that they're convicted.

For example, if one is convicted of a small white collared crime and is a first time offender, then they'll wear blue scrubs with a single pocket and go into minimum security camp that, while not quite as luxurious as Norwegian prisons, is meant to rehabilitate people that have committed nonviolent crimes.


However, if one is convicted of mass murder, then they'll wear a pink, pocketless jumpsuit with no underwear and be placed into a supermax prison with a pink isolation cell and be supervised and restricted whenever they're outside their cell.

If one is a mentally ill and/or is an illegal alien, they'll wear a pair of violet scrub pants and a t-shirt with a single pocket, and be housed in a blue and green 9 foot wide by 12 foot long cell with a toilet, sink/fountain, window, bed, silver mirror, desk with swing-out seat, shelves, clothes hooks, and even rubberised floors.
While this is spartan, this is actually not bad compared to the vast majority of prison cells in the U.S..

Also, if one acts violent while incarcerated or is a repeat offender, they'll probably be put in a pink cell.

Good food, phone calls, radio, and television are offered, but they're also tools so that officers have something that they can take away from inmates,

Becuase of constitutional mandates to offer programs to people legally under governmental custody and/or otherwise legally have their liberties taken from them by any state or local government agency against their will, Libertopia state is a pioneer in offering countless job training, life management, and other educational programs to state inmates and doing experiments to keep people from re-offending (one example is letting inmates who behave well enough to adopt cats).

Trivia: 
There are real-life programs in which prisoners are allowed to adopt cats.
