State alternate history: Law enforcement & private security-patrols in New Israel
State law enforcement:
There is not real state-level law enforcement agency. This role is filled by privately contracted security acting as private police. Becuase the Authoritarian Party is the ruling party, these security contractors are generally linked, in one way or another, to the Authoritarian party.
Trivia:
. This may not actually be illegal in real life; https://www.quora.com/In-the-United-States-of-America-is-it-legally-possible-for-a-state-or-local-government-to-use-private-security-companies-in-place-of-actual-law-enforcement-besides-them-either-have-no-official-law-enforcement-or-only-a-single-government-officer.
Regulations on the markings of the vehicles of local law enforcement & the clothing worn by local law enforcement:
Local law enforcement officers are permitted to wear several different types of uniforms, which, if they're in a color that is other than red, orange, yellow, or pink, are limited to the following:
. Class A/B Patrol (all-around standard), which are 100% polyester uniforms made up of;
A white long-sleeved shirt with red tie and epaulettes.
Gray "dress style" pants.
Black belt.
. "Tactical" (may only be worn by officers on tactical teams while being deployed as such), which are colored gray, have reflective "POLICE" markings and are made of at least 65% polyester material.
Police cars in dark or dull colors must be marked "POLICE" on both sides in big letters and on the back in reflective colors, and lightbars are required.
These rules are de-facto for local police departments to get licensed by the state for law enforcement duty.
Private security:
The private security industry in New Israel is somewhat regulated. It is so heavily regulated that the state government practically decides who can get what level of security services.
All one needs to do to to become an unarmed security guard is to buy a “white ID” from the State Stormtroopers.
To become a “pink license” armed guard, one needs to have a letter from their company stating their need to carry firearms (including antiques), air guns, pepper spray, electroshock weapons (ie taser, stun gun) and/or impact weapons (such as batons), such as if they’re an active duty armored car worker, and they obtain a Non-restricted firearms license, they may be able to obtain weapons previously described. However, those weapons may only be possessed on-duty.
Holders of white and pink licenses are not allowed to wear uniforms that have the colors blue, brown, or green. Uniforms with black pants and black shirt are prohibited.
While fabric patches are permitted and even required, metallic badges are prohibited unless specifically approved by the director of public safety. They can only be worn on the left breast of a garment. And shield, star and oval designs are prohibited for both patches and metallic and non-metallic badges, and it is prohibited to have a prominent star in the design. So it’s common to see rectangle shaped badges.
Uniforms must have patches on both shoulders with lettering that has contrasting colors, do not look too much like law enforcement patches, does not contain a prominent star, and is no smaller than two by three inches.
Patches and badges are required to say “private security” and the name of the security company in block lettering.
These uniforms may only be worn while a guard in on duty, and while on duty, must display their license.
However, "Black License" security agents, who hold may-issue government licenses, ave none of these restrictions, and even hold law enforcement power.
The government of New Israel, since the latter half of the 20th century, generally contracted private security services to not only keep order on state property but also provide law enforcement services and to catch truant students.
