New Israel State Schools, Part 1: The origins of the public education system.
How did they do this, specifically?

New Israel State Public Schools have the harshest discipline policies of any American schools, with tickets being commonly issued for the most minor infractions, even burping or singing slightly too loud. God help a kid, rather it's their first day of Kindergarten, or their last day of 12th grade, if they act anything short of being perfectly obedient to the point of where they are organic robots, not human beings.

Every hour of the minimum 1080 hours & 180 school days a year for individuals aged 5 to 18 years old is nothing short of oppressive.

The first day of Physical Education in Kindergarten alone is, at the very best of circumstances, even worse than the recruits in the movie Full Metal Jacket meeting Gunnery Sergeant Hartmann, with the addition of the teacher yelling into their face or ear with a red bullhorn.
Kindergartners are forced to workout as hard as kids in Communist China who are taken by the Government to become Olympic Athletes are, & by high school, they must meet standards that are the same as or even stricter than the standards that Russian Spetznaz (special forces) troopers are required to meet or exceed. 

During regular class, Students are required to sit at their desks in nice & neat rows unless they are given special permission by the Teacher to stand up. Students are required to stay in their assigned classes from bell to bell.

Corporal punishment is a routine, always used for even the slightest, even suspected infraction, or just whenever the teacher wants to, with no parental permission required. New Israel State Schools have always wanted to use real whippings &, especially much more so, floggings, but mostly stuck with caning & paddling. Students from Kindergarten to 12th grade are routinely beaten until they get huge welts & bruises, & from time-to-time, students have even passed out.

When teachers are being recruited & trained, they must always a hyper authoritarian personality, seeking to control every little action done by their students. For example, a typical Teacher would chastise & berate a student who stops writing or takes his/her eyes off a textbook for a few seconds, & if the student dares talk back, the Teacher would then cane the Student.
